Go to Coyoacan, to the big street market on the main squre. There are lot’s of hippies selling clothes, pipes, etc. Ask around the ones that sell pipes. and also: “As a tourist you will most certainly pay a higher price for your weed, and if you are looking for a easy place to buy a small amount, even if at higher prices (20gr = 20-30usd), try the going to the Zona Rosa, and look for a street called Amberes, most of the guys who will wash cars or take care of them (not offical valets), sell small amounts of pot, in my experience they are only around from 5 to 11pm. Or try Xochimilco, if you are visting this area, ask the locals for a place called Embarcadero de belem, and then ask of the little chapel that is located nearby (1-2 streets away), look for guys that are lurking around selling pot, they will most surely come and offer, prices are good considering the nice quality of the weed, 30grs cost 15USD.”

Law Enforcement
If you are ever caught smoking or carrying grass, do not panic, the police in Mexico city will most surely be willing to come to an arrangement, the only difference in the amount of time they will harass you, and the amount of money they will ask for, this depends on how you treat them. I always recommend being POLITE, CALM, and accepting you mistake and asking them for to help you, they will usually tell you that in order to help you, you must help them in return, meaning they will set a price on your liberty that is always at least double of what you should actually pay, so be clever and talk them in to charging less money, specially if you are tourist. Locals like me, usually pay between 15-30 usd, foreigners may have to pay double. Remember always that even if you are taking you police headquarters, you will end up being released due to the fact that if you are only carrying one kind of drug, and in small amounts, it is not considered a criminal offense.

The “Codigo Penal” law at “Articulo 195Bis” specify a max. of 250Grams to be considered personal consuming and not to be procecuted. And 5Grams of Hash. But many local laws are in conflict with this federal law. So many states and city’s are more “illegal” than others.
